How the FY 2008 Military Base Pay Chart was Determined
At the beginning of the legislative year, the White House submits to Congress its recommendations for military pay and benefit changes for the upcoming year fiscal year. The recommendations for 2008 military pay and benefit changes are contained in FY 2008 Military Base Pay Chart. The House of Representatives and Senate Armed Forces Committees use the annual proposal from the White House as a basic starting point in order to arrive at their recommendations to put into annual bills. Provisions in one bill are often not included in another, they are treated differently, or, in certain cases, they can be identical.
